The two counties are separate Pennsylvania judicial districts. Northampton County's Court of Common Pleas is based in Easton; Lehigh County's Court of Common Pleas is based in Allentown. They have different judges, filing offices, local rules, calendars, forms, and administrative procedures. The correct destination therefore affects where papers are filed, where a hearing may be held, and which local instructions apply. A case-specific notice may direct you to a different court location, so follow the latest notice or order.

How to identify the county without guessing
- Start with filed papers. A Common Pleas caption identifies Northampton County or Lehigh County, and a criminal summons identifies the issuing authority and where and when to appear. Follow the latest notice or order. Those papers tell you where the matter is currently pending; they do not, by themselves, resolve whether venue could be challenged or transferred. The Pennsylvania Judiciary Web Portal can also provide public docket and calendar information for many cases.
- Verify the physical location. If nothing has been filed, identify the exact municipality and county for every location that may matter. The City of Bethlehem's GIS and the relevant county parcel map are more reliable for this purpose than a city name or ZIP code.
- Apply the rule for the case type. Pennsylvania Rule of Criminal Procedure 130 generally begins with the magisterial district where the offense allegedly occurred, but it contains exceptions and transfer provisions. Depending on the claim and governing rule, civil venue may involve service, where a cause of action arose, where a transaction or occurrence happened, property location, or special provisions for particular defendants or claims.
- Do not treat all family cases alike. Custody generally focuses first on the child's home county and related criteria. Support, divorce, and PFA proceedings each use their own venue rules. Two parties living on opposite sides of Bethlehem's county line does not, by itself, answer every family-case venue question.
